Previously, he was professor at the University of Amsterdam (2015-2020) at the University of Antwerp (2012-2020) and at the University of Leuven (2012-2015). He served as Belgian Deputy Prime Minister and Minister of Foreign Affairs (1994-1995), Minister of Social Affairs and Pensions (199-2003) and Minister of Labour and Pensions (2003-2004). Between 2004 and 2009 he was Deputy Minister-President and Minister of Employment, Education and Training in the Flemish Government.
